Abstract
The article highlights current issues related to the decentralization of management, the transfer to the local level of greater powers. Some aspects of the process of uniting territorial communities in Ukraine and administrative-territorial reform as a whole are considered. The ways to solve the problem of the formation and development of capable territorial communities are proposed.
