THE CAREER GROWTH OF SERVICEMEN OF THE ARMED FORCES OF UKRAINE

Abstract
The article analyzes the possibility of career growth of servicemen of the Armed Forces of Ukraine. The military career is a deliberately chosen path for each officer. The attestation has the important value in career growth. The attesta- tion in the Armed Forces of Ukraine had some drawbacks, which consisted in the absence of a quantitative assessment of the officer's activity until 2002 (with the exception of the results of combat training). The Assignment of certification was made by the direct commander. According to the results of the certification, concluded the prospects of career growth of the soldier. A system of work with personnel that enabled the promotion of the most trained and prospective officers was created in the process of development of the Armed Forces. In 2006 the new system of annual assessment, according to which each serviceman had the opportunity, in case of obtaining the corresponding number of points, to be included in the reserve for promotion was carried in. It stimulated the majority of serviceman for qualitative performance of their official duties. The feature of annual evaluation was that the the commander (chief), during the assessment, had to take into account the personal point of view of each serviceman. The serviceman expressed his wishes regarding the future prospects of military service for short-term (1-3 years) and medium-term perspective (3-7 years). Beside this each serviceman was able in the time of familiarization with evaluate of results, determine the objectivity of the evaluation received by the immediate commander (chief). He received the right to express in writing a personal point of view regarding the information which was contained in the evaluation card, the consent or disagreement with the conclusions of the commanders, necessarily substantiating and substantiating his opinion. All of this stimulated the commanders (heads) to give an objective assessment to their subordinates based on their personal opinion.
