THE CONCEPT OF STATE LANGUAGE POLICY IN UKRAINE IN THE FRAMEWORK OF EUROPEAN INTEGRATION

Abstract
Language policy is part of the national policy, an organic component of a particular state policy. Ukraine, a new state formation in Europe, seeks to enter the European multicultural and multilingual space. This is the aim of the whole policy in the sphere of public relations and teaching foreign languages. Knowledge of a foreign language can significantly affect career development. Ukraine is rapidly entering the world market. Training of specialists in higher educational institutions of Ukraine is carried out with the prospect of entry into the European general educational and linguistic space. The priority of language policy in Ukraine is the approval and development of the Ukrainian language - the main feature of the identity of the Ukrainian nation, which historically resides on the territory of Ukraine, constitutes the absolute majority of its population, gave the official name to the state. The state language policy should prevent Ukraine from turning a sovereign national state into a denationalized geographical space. The rapid development of information and communication technologies and the growth of the global Internet at the end of the 20th century led to a change in public consciousness, which led to the emergence of a new European culture that does not recognize national borders, based on electronic information interchange, e-learning and e-commerce. The university community’s insufficient assessment of the role of language and cultural competences in enhancing academic mobility and, accordingly, the relatively low percentage of students receiving language training with a limited range of languages offered for study convinced the European Commission of the need for a targeted higher education language policy. Language experts at the Council of Europe point out that communicative teaching methods are widely used in curriculum development, but at the same time “the solution of language policy problems must be sought at the political level, rather than in the theory of language learning”. Methods of language learning may vary depending on the students, different learning objectives and different educational situations. The technique should not be limited to one method or approach - the only correct solution does not exist. Active, communicative teaching methods, despite their effectiveness, do not fit every group of learners and all learning situations. In case of plurilingual language education, it is essential to learn languages learning.
