THE COST ANALYSIS OF THE FIRE SAFETY MEASURES IN THE REGIONAL DIRECTORATE OF STATE FOREST IN KATOWICE

Abstract
A large area of the Regional Directorate of State Forests in Katowice (the RDSF Katowice) is heavily exposed to the occurrence of forest fire. The aim of the study is to make a thorough analysis of the direct costs connected with the protection against the forest fires as well as the costs of extinguishing the fires over the years 2008-2012 in the Regional Directorate of State Forests in Katowice. The costs have been analyzed according to both the functional cost structure, which has been identified, and the unit costs. As a result of this analysis it has been pointed out that most of the financial resources for the fire protection was allocated for the Kedzierzyn Forest District, which amounted to 23.93 PLN per ha. (1 379 634.70 PLN) and the Katowice Forest District, which came to 20.46 PLN per ha. (1 482 632.49 PLN), whereas the lowest resources were given to the Andrychow Forest District – 0.50 PLN per ha. (29 792.93 PLN). The cost structure analysis showed that the highest costs were connected with the forest fire prevention, which came to 17 608 776.82 PLN (45.8%), and the fire emergency measures aimed at putting out the fires, which amounted to 15 879 909.99 PLN (41.3%). The analysis also proved that the RDSF Katowice allocated higher financial resources for the protection against the forest fires each year within the period covered by the research. In 2009 it amounted to 5 908 027.03 PLN, whereas in 2011 it was 9 729 307.30 PLN. At the same time the resources allocated for the fire prevention were increasing similarly to the expenses for extinguishing the forest fires. Within the period covered by the study the total costs of fire safety measures that the RDSF Katowice had to bear amounted to 38 437 211.70 PLN. In the forest divisions with the 1st degree of fire danger the highest financial means were given for other fire safety measures, with the highest costs in the Kedzierzyn Forest District (23.93 PLN per ha per year). The forest divisions with the 2nd and 3rd degree of fire danger included forestry managements of Proszkow and Wisla with the highest expenses of 16.52 PLN per ha per year and 5.81 PLN per ha per year respectively, and managements of Bielsko and Andrychow with the lowest expenses of 4.73 PLN per ha per year and 0.50 PLN per ha per year respectively.
