THE ESSENCE OF THE ORGANIZATIONAL FUNCTION OF PARLIAMENTARY COMMITTEES AND ITS ROLE IN THE IMPLEMENTATION OF THE NOMINATION FUNCTION OF THE VERKHOVNA RADA OF UKRAINE

Abstract
The analysis of the constitutional-legal basis of the organizational function of parliamentary committees is made. Its essence is to create the proper conditions for the effective activity of the committees of the Verkhovna Rada of Ukraine, the realization its legislative and controlling functions, as well as the implementation nominating and representative functions of the Parliament. The peculiarities of organizational activity of parliamentary committees are determined, in particular it is diverse and supporting character; unity and interconnectedness with the legislative and control functions; conditional attribution the nomination direction of activity to the content of the organizational function. The priority directions of improvement of legal regulation of organizational activity of parliamentary committees are substantiated. The expediency of the constitutional consolidation the nominating-institutional powers of parliamentary committees and its isolation into an independent direction of activity was proved.
