The Historical Background of the Welfare State: between Capitalism and Socialism?

Abstract

The article primarily aims to look at the historical context, including the booming capitalism and the emerging socialist alternative, in which were developed the institutions of the welfare state (with a special emphasis on Bismarck’s reforms and the so-called Beveridge Plan). Some of the aspects brought up in the paper continue to be relevant to the present-day debate on the welfare state, although the socialist variant is associated with the degree of the state’s influence on social policy and socio-economic institutions.
