The history of inclusive education in Ukraine

Abstract

We determine the key steps of inclusive formation, the establishment parallel between inclusive formation aboard and motherland. The advantages of inclusive way of ukranian education are identified. We proved the advantages of inclusive ways for ukranian education system and the transformation of modern aboard education experience for adopting it in our education system. The need to rethink is also proved. We determine the formation of our attitude to invalid persons and the numbers for approaches to format the inclusive periodization: in chorological ways and “from model to model” with “medical disabled model” ,”normalization model” and “social disabled model”. The social model of disability considers the lack of preparedness of society and the environment as the main problem of the inclusion of people with special needs, and the solution to this contradiction is seen in political interference and regulation. This model has positive changes for children with special needs, their parents, students with normal development, as well as teachers and other professionals involved in educational and rehabilitation processes. Despite of the number of advantages of segregation education models these cannot compare the impact with inclusive education models. There are determine the six ways of inclusive formation on author‘s analysis. We analyzed the terms: “mainstreaming”, “inclusive”, “segregation”, “desegregation of schools”, “enlarged access education policy”, “the integration”, “pseudo-integration”. We focused on the variety of integration education types and on the positive experience of theirs use in The USA and Europe. For successful input of inclusive education in Ukraine there have to be such prepared stages: historical (from the desperation to acceptation and support of disabled people) and law (the primary stack of regulatory is developed, the government and private programs work, government agencies published the prospects for further development). The input of inclusive education requests the purposeful-based work, including challenges and barriers.
