The peasant issue in the social politics by B. Khmelnytsky

Abstract

In the article to reviewed the main provisions of B. Khmelnytsky’s social policy in the peasant issue. It is stated that the dominant form of land ownership in the Ukrainian Hetman state was the cossack land ownership, which enjoyed popular recognition and government support. The author notes, that the revolutionary of 1648 to destroyed feudal relations and the peasants won personal liberty with the right of land ownership. The Cossack elder was not able to use non-economic coercion. At a stable under the jurisdiction of the Hetmanate government, the landed property of different levels reigned. The supreme owner of the land has become a newly formed state, whose administrative rights are concentrated in the hands of Hetman B. Khmelnytsky. Attention is drawn to the fact that the landed property of cossacks, peasants, burghers and young states opened the way for the formation of an individual peasant and cossack economy, which immediately showed its superiority over the subsidiary filvark system. A conclusion is drawn about the progressive nature of the agrarian policy of the hetman, despite its contradictory and inconsistency. An important achievement was the recognition of peasant ownership. And although peasant land ownership, unlike the cossack, was based not on a legal basis, but on customary law, but the peasants actually became free producers.
