THE PERSONNEL EVALUATION: MODERN METHODS AND TOOLS OF ITS CONDUCTING

Abstract
The urgency of the problems of personnel evaluation, the importance of compliance a competenting standard of employees in terms of development of modern organizations makes the tasks of this study. The article shows the main aspects of personnel evaluation, covers modern methods, evaluation tools, the ways of solving the problem in the sphere of planning and conducting of personnel evaluation. Specific methods (such as the abstract logical method ), and general scientific methods (analysis and synthesis, induction and deduction, comparison , etc.) were used in the process of the given research. The influence of personnel evaluation on the staff and leadership of organizations , the main types of errors , which are often made by experts in the evaluation process and the consequences of these errors as the result of unprofessional conducting the evaluation. The modern methods of personnel evaluation were investigated, in particular their main points, results, influence on management decisions and personnel policies in general. Moreover, the evaluation methods that according to the authors’ opinion are optimal were also recommended to apply in the present conditions of economic relations , grounded on their positive traits and values. The practical use of such methods as " 360 degrees ", the matrix method, the evaluation-center method, the method of competencies, the working day photograph gives the opportunity to get information about an integrated evaluation of each employee, the problems to be solved in the parts of the organization to improve productivity; the formation of personnel reserve; the expenditure of working time to do different kinds of work; identifying potential candidates for vacant positions. The article also proposed the key areas to improve the procedures of the evaluation of the staff, among which the factors of efficiency and flexibility of the assessment methods are taken into account as well as feedback, and forecasting the results of the assessment. The results of the research can be used during establishing, implementing and improving procedure of personnel assessment in modern enterprises (organizations) of any form of ownership, both in industrial sphere and in service sphere.
