The phenomenon of minority governments in parliamentary democracies: history of research interest, grounds scientific distinction and essence

Abstract

The article deals with the phenomenon of minority governments in parliamentary democracies. The study examines the history of research interest to minority government and the stages and the grounds for their scientific isolation. From the positions of Political Science, the researcher argues that minority government is one of the varied effects of minority situations. The author determines that a minority government is a governmental cabinet, which consists of the persons acting as representatives of the parliamentary parties and parliamentary groups, but not in total control more than half the seats in the parliament or the relevant chamber of parliament, to whom by the constitution a government is responsible.
