THE PROBLEM OF “CETI – SETI” IN THE CONTEXT OF THE HISTORY OF SCIENCE AND TECHNOLOGY

Abstract
The article substantiates the urgency of studying the scientific and technical problem of “CETI – SETI” in the context of HST, the stages of transforming ideas different intelligence (DI) in the culture of the past and present. The purpose of the study is the process of forming a radio astronomy paradigm (RaP) for the search for signals from extraterrestrial civi- lizations (EC). An overview of the sources, methodology and extent of the study of the problem is given. Important sources are the works of astronomers, physicists, astrophysicists of different generations, materials of scientific conferences of various levels on the problems of “CETI – SETI”. It is noted that the emergence of the World Wide Web and the formation of a network culture have expanded the range of sources and have raised the issue of their historical criticism in a new way. An independent group of sources are biographical materials, memories of participants in the work on the application of radiophysical methods in astronomical studies, which created immediate prerequisites for work in the field of “CETI – SETI”. It is noted that an important segment of the source study base are works of popularizers of the problem, which are communicators between science and culture, science and society. The main presentation reveals the content of the main stages of the transformation of ideas about the a different intelligence (DI) in culture. In the world of Archaic man was surrounded by numerous manifestations of the DI (animism, animatism). In the traditional society, at the stage of local civilizations, the philosophical idea of the isomorphism of the Earth, man and mankind with other worlds of the Cosmos of the plurality of inhabited worlds (PIW; EC) arises. The emergence of technogenic civilization is accompanied by the emergence of radio engineering, the creation of material and technical prerequisites for setting the task of the practical search for the EC. The formation of the radio astronomy paradigm of the search for the EC takes place autonomously in the culture of the mature Modern, in its Soviet and Western segments. This process covers the period 1959–1971. and ends at the Soviet-American Conference CETI.
