The problem of intellectual assets assessment for higher educational institutions in Ukraine

Abstract
Changes in Ukraine over the past twenty years have affected all areas of its economy, including education. Involvement of higher educational institutions in the global educational environment has led to increased competition of universities in the national and global educational markets. Increasing the innovative level of higher education institutions, strengthening their links with industrial enterprises, and improving the policy of managing labor resources require awareness of the intellectual property importance assets and the development of modern approaches to their assessment. This paper reviews the problem of intellectual assets assessment for higher educational institutions in Ukraine. The paper defined the notion of intellectual capital. It was analyzed the structure of intellectual capital of a higher educational institution and its place in the capital system. We also analyzed the basic methods of evaluating intellectual assets: qualitative, quantitative and other ones. Then we identified their advantages and disadvantages were in the framework of application in domestic higher educational institutions. According to the results of the analysis, appropriate conclusions were drawn, as well as recommendations for solving the problem of increasing the efficiency of the evaluation of intellectual assets within the framework of the current higher education system in Ukraine. These recommendations can be useful both for the universities and for the Ministry of Education and other competent authorities in Ukraine.
