THEORETICAL AND METHODOLOGICAL BASES OF INSTITUTIONAL PROVIDING INNOVATIVE DEVELOPMENT OF AGRICULTURAL PRODUCTION

Abstract
Purpose. The aim of the article is to determine the peculiarities of the institutional provision of innovation development, its characteristic features and constituent elements. Methodology of research. Theoretical and methodological basis of the research is an institutional approach to studying the problems of institutional regulation of innovation development of agro-industrial production. Structural-functional analysis was used to identify the components of the institutional support and the characteristics of the functional orientation of the elements of the institutional environment. Findings. It was established that the institutional support of innovative development is a process of formation of a set of interconnected formal institutions that determine the elemental filling of the innovation environment, structure the activities of the subjects and stages of the innovation process and ensure the purposefulness of innovation changes. The institutional components of the innovative development of agro-industrial production are determined and the organizational forms of institutional provision of agro-innovations are identified, the basis of which is the innovation process. Among the structural and functional factors of institutional provision of innovations, the key role of elements of innovation infrastructure is highlighted. Originality. The essence of the concept of "institutional provision of innovative development" is revealed as a process of formation of institutes and institutes of innovative direction, which determine the formation and functioning of basic and derivative institutions, institutions that relate in a certain institutional environment and in certain institutional conditions and in aggregate provide the implementation of innovative imperatives. It is argued that the institutional support of innovation development combines the institutions of organizational and economic, infrastructure, normative-legal direction, which in the complex should ensure the creation and dissemination of innovations, the production of innovative products and the continuity of the innovation process in agro-industrial production. Practical value. Theoretical and methodological provisions deepen the practical principles of institutional regulation of innovation development of the agrarian sphere and provide opportunities for activation of the innovation process.
