THEORETICAL-METHODOLOGICAL AND PRACTICAL ASPECTS OF ASSESSMENT OF THE PUBLIC EXPENDITURES EFFECTIVENESS FOR ENSURING THE LABOUR POTENTIAL DEVELOPMENT 

Abstract

The subject of the article is theoretical, methodological and practical aspects of assessment of the public expenditures effectiveness for ensuring the labour potential development; purpose of research  providing further development of these aspects by addition and improvement. The methodology of article writing amounted general scientific and special methods, including the method of analysis and synthesis, system approach, theoretical generalization method, method of the integral index construction, correlation analysis. The main research results are the following: 1) based on the semantic fullness of statistical reporting forms, the composition and structure of public expenditures that can be identified as being in the case of contributing to the labour potential development are defined; 2) choose previously developed technique of the labour potential development assessment as the base, a methodical approach to assessment of the effectiveness of this process budgeting (including the development of demographic, intellectual, innovative, professional-qualification and entrepreneurial potential) is developed; 3) through testing the developed technique of assessment of the public expenditures effectiveness for ensuring the labour potential development, the practical aspects of this assessment by example of the Kharkiv region in the period 20072012 are revealed. The research results made it possible to conclude the vast inefficiency of the total public expenditures for ensuring the regional labour potential development and some of their items for ensuring the development of the labour potential components in chosen period and, therefore, an urgent need to develop measures for increasing the budgeting effectiveness of the labour potential development of Kharkiv region. The scope of research results constitutes the theory and methodology of the labour economics and government management, the practical activities of public authorities.
