TREASURY MANAGEMENT: THEORY AND PRACTICE

Abstract
The article analyzes modern financial management and emphasizes the role of treasury. The paper identifies the major problems of the financial management system and considers the complexity of the structure of treasury. It describes basic problems of the management of budgetary resources and functioning of the treasury system, espe¬cially in conditions of political crisis. Article reveals the role of budget institutions and states that it’s extremely im¬portant for accumulated budget to take control over the targeted use of financial resourc¬es. Treasury system is a chief state financial institution through which significant changes undergo the management of public expenditure. Developed conceptual apparatus of the treasury management and revealed its mechanism and purpose. Article pays attention to the specifics of treasury control, com¬plexity of its structure and financial management system. The implementation of the single treasury account will allow to have a clear and timely information on the budget; the subject is a treasury system; the goal is the analysis of financial management of the treasury. The following methods were used in the study: historical method, system meth¬od, logical method, mathematical method, method of analysis etc. The revenue part of the budget, which plays a key role in the budget, tends to increase. Balanced increase of revenues and expenditure parts of the state budget was suggested. Study on the role of treasury in the financial management system leads to con¬clusion that treasury undertakes the main functions and its further development should be expanded. There is a significant increase of constrains for the development of the treasury management system.
