Abstract
The article presents the results of studying scientific sources with the purpose of highlighting the tendency of professional training of specialists of border agencies in the countries of Europe in the 20st-21st centuries to substantiate the theoretical and methodological foundations for forming the professional competence of border officers. It is established that the development of vocational education was intensive in those countries where they understood the importance of creating a professionally trained officer corps. The content of the article is based on research materials of scientists who studied the development of law enforcement education in European countries. It is concluded that the effectiveness of training is important for improving the quality of vocational education. To do this, the educational process needs to use the most modern teaching technologies, and educational institutions must overcome the tendency to study professional situations that were in the past, but focus on mastering effective tactics and operations, the basics of their planning based on interdisciplinarity. It was found out that the theoretical basis for training specialists of border agencies in educational institutions of European countries is the position of the value approach (the values of society are the priority in determining the objectives of training officers, they reflect the social order of society), the concept of pragmatism, behaviorism, the humanistic paradigm, and technological determinism.
