BIOFUEL PRODUCTION IN UKRAINE: CURRENT STATE AND PROBLEM SOLVING

Abstract

Introduction. Agriculture is the main source of raw materials for biofuels, which, in consequence, its role will further increase due to the objective increase in the dependence of industrial production from agribusiness enterprises. Methods. The following methods are used in the course of research implementation: monographic (for the identification of causal relationships of the development of investigated processes), abstract and logical (for the formulation of conclusions and generalizations). Results. It is proved that the natural evolutionary development of living organisms of the biosphere and the perspective directions of ensuring efficient agricultural production form the basis for improving bioenergy due to renewable energy resources. It has been proved that the main stimulus for the production of electricity from solid biofuels in Ukraine was and still remains “green” tariffs and the increase in the cost of the main energy sources used for household needs of the population. Discussion. It is advisable to introduce administrative measures aimed at increasing the volume of biofuels production, in particular the abolition of excise duty on alternative diesel fuels containing more than 30% biodiesel in the period of 7-15 years for the emergence and development of producers, and the attraction of investments in processing. At the end of the grace period of 7-15 years, it is necessary to introduce the rate for alternative diesel fuels containing biodiesel more than 30% at a level of 10-20% of the base rate for diesel fuels.
