CONSTITUENTS OF ECOLOGICAL AND ECONOMIC EFFICIENCY OF BIOFUEL PROCURANCE FROM BIOMASS

Abstract
Characteristics of the essence of ecological and economic efficiency as a comprehensive assessment of the overall economic activity performance with account of environmental load involves consideration of its structure. Having defined the constituent elements and disclosed their essence, we can talk about further steps, namely the algorithm development and methodology validation. The article introduces the results of the study on the definition of constituents of ecological and economic efficiency of biofuel procurance from biomass that must be taken into account at their calculation. There was made an analysis of works of scientists-economists, who studied the efficiency of production and use of biofuel. It was discovered that, as a rule, only economic indicators are used to calculate the efficiency of biofuel procurance from biomass. Non-financial constituents are described, but not taken into account, due to the fact that it is not always possible to represent them in monetary terms. It was provided rationale for the choice of the main constituents of ecological and economic efficiency of biofuel procurance from biomass, namely: economic, ecological, social, energy, concomitant and political. The economic component consists in activity stabilizing of business entities, the revenue receipts to the local budget, as well as saving for reduction or compensation for environmental damage. The ecological component involves emissions reduction into the air, reduction of the fossil fuel share use and significantly less negative impact on flora and fauna in case of accidents and spills. As for the social component, it refers to the decline in unemployment, especially in rural areas, and reduction in the burden of disease of the population. The energy component is a reduction of dependence on import of organic fuels. The concomitant component is an additional income from the by-products sale, and the rise of the authority of the country in the world community, due to respect for the obligations is the political one. Prospects for further researches in this area were defined, namely methodology and algorithm development for the definition of constituents of ecological and economic efficiency of biofuel procurance from biomass.
