DEVELOPMENT OF INSTRUMENTS TO COUNTER RAIDING ON THE AGRICULTURAL LAND MARKET

Abstract

The lack of a clear system of market turnover of agricultural land provokes raider seizures in the field of land use. Of particular importance raiding manifests itself in the fact that it is one of the principal manifestations of the shadowing of land relations and acts as a takeover of land use against the will of its owner or user. In this regard, the illegal redistribution of property rights in the land market, through raiding, has a negative effect on economic relations in the field of agricultural production. Such a destructive impact of raiding on the agrarian sector of the economy dictates the need to develop tools aimed at analyzing the problems of raiding in the agricultural land market in order to develop effective policies to counter and prevent this phenomenon. The theoretical and methodological foundations of preventing raiding in the agricultural land market are investigated. The factors that provoke the development of raiding on the agricultural land market are systematized and grouped into two blocks: financial and economic, organizational and administrative. The toolkit for preventing and counteracting raiding in the agricultural land market has been substantiated, and ways to improve it have been proposed, which will make it possible to attract to the circulation and implement an effective redistribution of land, taking into account the interests of rational land users. The toolkit for preventing and counteracting raiding in the agricultural land market is getting in the way of the untargeted exploitation of land, and will also form all possible prerequisites for preserving the existing land potential of our country. In this context, a further detailed study of the systematic approach to the formation of the specified toolkit, which envisages the improvement of organizational, legal, financial and economic tools to counter raiding, taking into account its characteristics and the existing socio-economic situation, also requires the development and development of an effective control mechanism for raider operations. in the domestic land market.
