FINANCIAL AND ECONOMIC INSTRUMENTS OF STIMULATION UKRAINE IT-SPHERE DEVELOPMENT

Abstract

Introduction. At the modern stage of Ukraine’s economy development weighty economic growth and strengthening competitiveness acceleration reserve of the national economy is maintaining in the intensification of the information society in general and the IT-sphere in particular development. Domestic IT-sphere development ensures number of macroeconomic effects achievement, which already has a positive impact on the state social and economic development and in the case of strengthening in the medium term prospect, they may cause for qualitative structural changes and modernization of the national economy, IT-sphere transformation on powerful national economy “point of growth”. But it needs proper financial and economic support for further state IT-sphere development. Methods. The general scientific and special methods of system analysis and theoretical generalization, economic analysis, economic and statistical method, method of structural and logical analysis are used during the research. Results. Modern development trends of IT-sphere in Ukraine was defined, financial and economic stimulation instruments of its development was substantiated. Discussion. Further research in the analyzed area should be focused on the development and implementation of Ukraine IT-sphere potential through the appropriate financial and economic tools of its support, particularly in the following areas: budget and tax stimulation, which involves making changes to the domestic taxation system, aimed at the legalization of the wage fund; financial and investment securement of the IT-sphere development and the implementation of the ITprojects; market environment development of the IT-sphere functioning and it`s entities, orientated on the increment of ITproducts protection and relations development between the IT-sphere and the real sector of the economy; intellectual and personnel provision improvement as the key resource for the next IT-sphere genesis; infrastructural and economic instrument implementation of the IT-sphere support.
