ECONOMIC-ORGANIZATIONAL METHODS OF THE UKRAINIAN ENERGY SPHERE REGULATION

Abstract
Introduction. Nowadays we have a paradoxical situation in Ukraine where natural monopolies, for which there is always a stable demand, have proved to be unprofitable and suffer lack of resources to provide uninterrupted, high-quality and safe electricity for electric energy consumers. The reasons for this should be sought in the methods of state regulation of Ukrainian energy sector (in particular, in the methods of tariff regulation). Methods. The following methods are used during the research for the fulfillmentation of such tasks: analysis and synthesis, induction and deduction (for theoretical generalizations and formulation of conclusions); the system approach (when disclosing principles and tools for implementing incentive regulation). Results. The mechanisms of stimulating regulation aimed at the effective regulation of network companies are considers in the paper and the prevention of the excessively high tariffs establishment, as well as the creation of incentives for such companies to reduce costs of maintaining an acceptable quality of network services. The SWOT analysis of the stimulatory regulation implementation is carried out. It was emphasized that in the case of incentive regulation methods using, it is necessary to link certain financial incentives with the target indicators of the company efficiency, which are related to lowering costs and improving the quality of the services provided. Discussion. It was determined that it is namely the system of Ukrainian tariff regulation that is not sufficiently effective, therefore we consider it expedient to focus on analyzing the mechanism of tariff regulation and providing practical recommendations for its improvement. Further research requires the development of a methodological framework for assessing the quality of energy supply services within the regulatory process.
