SOCIAL PLANNING IN THE SOCIAL INSURANCE SYSTEM

Abstract
Introduction. The main problem of the social and economic development of Ukraine is the increase of social inequality that has spread not only vulnerable people but also the able-bodied population. The issue of reforming social insurance is not new on the agenda in considering Government programs. But with the growing instability in the country, the need for introducing innovative mechanisms to ensure the competitiveness of the social protection system of the working population is being discussed more and more actively. Accordingly, the study of the mechanism of social planning in order to ensure the efficiency of the social insurance system is not only relevant, but also necessary. Methods. The following methods are used in writing the article: method of analogy to reveal the essence of the concepts of «strategy», «project», «plan», system and structural analysis for disclosure of the essence and the need for social planning in the social insurance system. Results. The meaningfulness of the concepts of «strategy», «social program», «social design», «social planning» are highlighted in the article. The theoretical aspects of social planning as the basis for the effectiveness of social insurance functioning are investigated. The consequences of the imperfection of the social insurance system are revealed. The author's stand on improving the mechanism of the functioning of social insurance is substantiated. Discussion. Further directions of the research are to improve the stages of social planning, taking into account the principles of expediency, equity and efficiency, and the strengthening of social responsibility of the state, businesses, local communities and the insured persons.
