DEVELOPMENT OF RURAL REGIONS OF UKRAINE IN CONDITIONS OF DECENTRALIZATION OF MANAGEMENT: STATE, PROBLEMS, PERSPECTIVES

Abstract

Excessive centralization of power within the existing system and technologies of state administration "from top to bottom" was one of the reasons for the stagnation of the economy and the decline of rural areas. An urgent need was the creation of incentives for territorial economic development, formation of a system of public administration on the principles of decentralization, and extension of powers of local authorities, public administration and self-government. The development of organizational and economic mechanism of territorial self-government and branch management of complex development of the region changes the model of society and opens wide opportunities for the development of institutions of self-organization of the population. The research is based on the methods of analysis and synthesis of trends in rural development, legislative provision of regional development management, dynamics of formation of united territorial communities, grouping of communities by population criterion, problems of rural development management in conditions of decentralization of power, development of rural territories on the basis of the implementation of the concept "Family farm". The legal, economic, social, environmental, humanitarian and organizational foundations of the state policy of territorial development, determined at the legislative level, provide for the extension of powers of local self-government bodies to use the internal potential of the regions and increase their responsibility for the results of social and economic, environmental activities. However, self-government and self-government remain an ineffective element in the system of public administration, since today the social well-being, labour and political activity of the rural population are at a passively-expected level. Management personnel have difficulties in allocating and administering the community budget, strategic vision of prospects and mechanisms for community development. These problems largely solve the implementation of the Conception "Family Farm", on the basis of which generic settlements and forms of public administration are formed in the rural territories. The experience of the functioning of generic settlements and public life management of settlements in conditions of decentralization of power and administrative-territorial reform outlines a perspective way of revival and multifunctional development of rural territories.
