DISCUSSÕES E SOLUÇÕES PROPOSTAS AO PROBLEMA DO DESEMPREGO: UMA ANÁLISE DO RELATÓRIO JACQUES DELORS

Abstract
TThis study has the objective to analyze the discussion and proposed solution to the problem of unemployment presented in the Jacques Delors Report published in Brazil in 1998. To meet this goal, we base on the historical materialist perspective in order to understand, even briefly as if the structure mode of production and reproduction of life in the capitalist system. Therefore, discussions are presented in three items; initially we present this discussion in the Delors report on education and unemployment; then we exposed the main features of the capitalist mode of production and how the unemployment problem develops in this society; and finally, we held a discussion on the possibilities and limits of the proposal of the Delors Report for unemployment solution. We conclude that there are limitations in understanding the Delors Report on the issue of unemployment and professional qualification and that we must discuss these issues from its economic determination to avoid undue blame on the workers.
