DOMINANT BASES OF THE PROCESS OF MANAGEMENT OF DEVELOPMENT OF SERVICE-ORIENTED STATE IN CONDITIONS OF TRANSFORMATION CHANGES

Abstract
The article recognizes that the sphere of public services is part of the socio-economic space, which is constructed in the process of communication as a multidimensional dynamic structure from the stand point of administrative-territorial entities under the dominance of regional self-government. Are substantiated the theoretic and methodological foundations of the institutionalized service policy of the state as the sphere of providing services to citizens for generating within the regional socioeconomic system of service-oriented features of public authority with the selection of specific functions of correlators and taking into account the weighty elements of regional democracy.
