Educational Policy of Soviet Power (1920-ies)

Abstract

The article is devoted Soviet state policy in forming the «new man» by means of Secondary and Higher education in 1920s. One of the controversial issues of our time is the mean of the State’s role in the education system. But today we haven’t the single answer to this question. This problem needs to solved careful study of previous experience in management education. Therefore, the actual problem is the State policy on education in the early days of the Soviet regime (1920-ies), because this period was a time of experimentation in this area. Among the major innovations: free of charge and total access to education, breaking the link with religion education, paying much attention to labor training and the learning environment. In Ukrainian schools there were many new techniques in higher education to inclusive – system’s indicative of the student government. But even all sufficiently advanced for the time learning tools and educational practices were subject to the same primary objective – the education of the «new man» completely loyal to the Soviet regime.
