ENSURING NATIONAL SECURITY AS A FUNCTION OF THE STATE

Abstract
The author argues that the function of the state of national security must be unified from the standpoint of legal support, organization and management of national security, and at the same time clearly demarcate directions (spheres, objects) his defense, both for more efficient use of public resources and capabilities for the analysis and control of the civil society.
