Abstract
Freedom and responsibility as learning and development needs find its concentrated expression in the right, they almost materialized, objectified, cast in concrete, tangible form, principles, institutions. The article substantiates the proposition that freedom and responsibility determine the sense of duty, citizenship, developed juristic and moral consciousness.
