Factors and risks for national economy strategic oil and gas stockpiles establishment.

Abstract
The article discusses the concepts and prerequisites for creating strategic oil and gas stockpiles of the national economy. Author conducted a review of the European Union regulatory framework for the formation of strategic oil and gas stockpiles. The factors of creation of strategic oil and gas stockpiles are systematized out according to the specified criteria. Risks that affect the stability of supply of energy resources to the domestic market of Ukraine are considered and summarized. The proposals for managing such risks are based on the principles of using the ISO 31000 standard.
