FUNCTIONS OF THE STATE REGULATION OF THE DEVELOPMENT OF EDUCATIONAL SERVICES OF UKRAINE IN THE CONDITIONS OF DECENTRALIZATION

Abstract
The article defines that the state has a multi-faceted function of forming national human capital, and, above all, intellectual capital. Migration is considered as a socio-economic phenomenon, reflecting the realization of human rights, on the one hand, and, on the other, impairing the interests of the state, which supplies trained specialists to other countries, one cannot but see its negative consequences for countries that lose their labor and especially intellectual potential. Diagnosed tools for the implementation of the integration of labor markets and educational services should be regional programs for the development of education. Monitoring of the labor market has been formed - as the basis for the formation of a regional order for the training of skilled labor in the system of primary vocational education.
