Gestión de obras públicas en el sector construcción: Revisión de literatura de la sostenibilidad en América Latina

Abstract
Latin America must seek additional financial resources and take advantage of investment opportunities in sustainable infrastructure, this can be achieved through assertive planning and management in the construction sector. The emphasis on control aspects in the execution of works allows the identification of activities and their logical sequence for the evaluation of quality and productivity indicators. The objective is to analyze the factors of public management and planning on the effectiveness in the level of compliance with policies and regulations of the State and private enterprise. The research was conducted according to the descriptive-documentary method, based on a systematic review of the scientific literature and an optimal critical analysis of the sources. The evidence gives results of the need to reflect on the role of private enterprise in the debate of public policies, which are considered provisional and require a thinking focused on quality objectives of the State. In conclusion, the outlook in the region is encouraging; current regulations with the premise of sanitation of government institutions, associated with housing and construction, promote sustainable management and delivery of development services in urban and rural areas through the framework of reengineering of public sector capacities
