ІНТЕГРАЛЬНА ОЦІНКА УЗГОДЖЕНОСТІ ІНТЕРЕСІВ СТОРІН ПУБЛІЧНО-ПРИВАТНОГО ПАРТНЕРСТВА В УКРАЇНІ

Abstract
Solodovnik. Integral estimation of coordinated interest of parties of PPP in Ukraine. This paper suggests the methodical approach to the integral estimation of coordinated interest of parties of PPP and which lets to take into account the polyvariety of interests of parties of PPP and realize the complex approach to the investigation of its consistency; it’s based on implementation of economic and mathematical method of investigation and indexes of official statistics which are formed according to the international standards which allow avoiding subjectivity in estimation and making the comparison among different countries; it lets to evaluate “advantages” (from the viewpoint of the private and state partners) of PPP implementation in certain economic sectors and take into account its change with time. The results of the integral estimation of interests of parties of PPP and their consistency from 2010 to 2013 show that there are many essential divergences as between the state and private partners interests as their coordination according to the type of economic activity and also in terms of selected years. Moreover the interests of private partners had a broader range of changes both in quantitative and qualitative (by economic activity) measurements. During the study period none of the economic activities could not maintain their position in the group and rate of coordinated interests of PPP. These circumstances demonstrate nonlinear development of interests of PPP parties. Research shows that the highest level of coordination of interests of PPP in Ukraine has been observed according to that type of economic activity as "Information and Telecommunications", which is a strong argument in favor of the implementation in Ukraine of international best practice of PPP in high-tech sectors and as a result the expanding of institutional framework of PPP in Ukraine. Conclusion has been made about the given results deepen and develop the methodology of analysis and evaluation of the conditions of PPP implementation and it is scientific basis for developing management decisions in relation to the selective state support of PPP development and implementation of international experience in implementing PPP in domestic business practice.
