Leadership as a way of overcoming procrastination

Abstract
The article examines the process of formation of leadership qualities in the subjects of the implementation of state policy, as one of the ways to overcome political proctasticization. Political procrastination is considered by the author as one of the causes of transformational failures and consists in delaying the development and implementation of important reforms in the priority areas of government policy implementation.
