Sektor ubezpieczeń a wyzwania strategii „Europa 2020” (ryzyko ubezpieczeniowe – skutek czy impuls aktywności gospodarczej)

Abstract
Artykuł dotyczy zagadnień związanych z aspektami strategii „Europa 2020” oraz roli sektora ubezpieczeń w jej realizacji. We wstępie autorzy zadają pytanie, czy ryzyko jest impulsem do działania czy skutkiem działania. Dalej zastanawiają się nad tym, jaką rolę w aspekcie realizacji strategii rozwoju „Eu-ropa 2020” odegrały lub mogą odegrać ubezpieczenia. W celu zbadania rozwoju sektora ubezpieczeń wykorzystano taksonomiczne miary podobieństwa. Rozwój sektora porównano w latach 2000–2010 dla wyodrębnionych czterech podsektorów (ubezpieczenia katastroficzne, ubezpieczenia na życie, ubezpieczenia zdrowotne i ubezpieczenia finansowe). Analizując otrzymane wyniki, należy stwierdzić, że rynek ubezpieczeń w Polsce nie jest innowacyjny oraz nie tworzy usług wspierających innowacje (a tam pojawia się ryzyko ubezpieczeniowe wynikające z finansowych aspektów innowacji). Ubezpieczenia nie pobudzają też do inwestycji w badania i rozwój, są raczej traktowane jak usługa pozwalająca zabezpieczyć się przed realizacją ryzyka w pewnym sensie rozpoznanego. Ryzyko jest raczej skutkiem działania niż impulsem.
