Network Collaboration in Public Administration Exampled by Benchmarking

Abstract

Nowadays the issue of the improvement of the quality of service provided by public administration is a key one. One of the forms of the improvement is to acquire knowledge from other people, or organisations. It requires establishing communications with other organisations as well as mutual sharing of knowledge and experience. The public sector organisations should be aware of the need to develop continuously, to adapt to changes, and to apply innovative solutions. Those organisations should be supported by professional managers, should be also ready to join the network of organisations that have implemented effective solutions in a variety of spheres, as well as have a competent benchmarking team able to solve identified problems. Public administration of today requires knowledge and information in connection with the ongoing development of public services, pressures on their high quality, and rising social expectations. An important factor in knowledge acquisition by public administration institutions is the process of learning from others, which takes place mainly in the form of network cooperation of public sector entities. The objective of this paper is to identify the specific features and methods of work of a benchmarking network as a good example of experience and good management practice exchange in public administration. It serves the purpose of mutual learning and, consequently, improvement in the quality of services provided by public sector institutions. This paper presents theoretical considerations based on the study of Polish and English language literature on public management. Additionally the case study method was used to present Polish and international examples of work of benchmarking networks in public administration.
