Abstract
An inherent feature of bureaucracy is the use of documents, which are the basic tool for its operation, among others allow to create its information resources. Written communication takes place between the administration and society and within more and more extensive apparatus of power. Also written communication between people is shaped by legal regulations (e.g. contracts concluded) and imitation of official procedures. Each public institution produces documentation exchanged between offices, addressed to the public and individuals, documents for internal use. With the historical development of the state apparatus, official procedures are becoming more and more complicated, in which documentation is used and increasing amount of data is processed.
