Abstract
The article analyzes the process of formation of the Soviet bureaucracy in the construction of the financial system of Russia in the first decade after the revolution. On the example of the people's Commissariat of Finance discusses the establishment and evolution of the Soviet state apparatus from 1917 to 1927. Special attention is paid to the role of heads of financial departments in the formulation of economic policies of the new political regime
