Polityka kadrowa wileńskich generałów-gubernatorów w latach 60-tych XIX wieku

Abstract
In the 1860s, a thorough exchange of civil servants in the state administration of the Lithuanian and Belorussian Governorates was carried out. The exchange was conducted according to nationality, religion, language and territorial criteria. Several thousand different kinds of officials were dismissed. The main inspirers of these changes were Vilnian generals-governors: Mikhail Muravyov and Alexander Potapov. The exchange of clerical staff has been undertaken due to political reasons (as a repression towards the Polish society), as well as due to the ambitions of Vilnius generals-governors, who were trying to use the changes in the administrative corps to strengthen their position and influence. The selection of state administration personnel contributed to the creation of a new type of a official on the western frontiers of the Russian Empire: a political missionary, promoter and defender of Russian values, a promoter of Russian culture and the Orthodox faith. The staff policy of Vilnian generals-governors has led to strengthening the course of reaction and repression in Russia's domestic policy.
