Prerequisites for implementation instruments of participatory democracy

Abstract
The context which led to the popularity of participatory democracy ideas at the end of the 20th century is considered. Five groups of actors interested in the wide use of participatory democracy tools, in particular the participation budget, are identified and analyzed. Three main reasons for the increased interest in the introduction of innovative participation mechanisms are examined.
