Problems of the penitentiary system on the example of Kyiv province in the late XIX – early XX century

Abstract
The work highlights the process of development and legal regulation of the penitentiary system of the Russian Empire at the end of the 19th - the first quarter of the 20th century on the example of the Kiev province. The real sanitary-medical condition of prisons and unsatisfactory conditions of detention of prisoners, which were far from progressive normative prescriptions, are investigated. Contradiction in declaring and in the real life has become a drag in the further development of the penitentiary system of Russia.
