PROCEEDINGS ON CITIZENS’ COMPLAINTS: CONTENT AND IMPLEMENTATION PROBLEMS

Abstract
The article defines the content and problems of the implementation of proceedings on citizens’ complaints. The scientific views on the notion of complaint and proceedings on citizens’ complaints were analyzed and their author’s definitions were given. The stages of proceedings on citizens’ complaints were outlined. The procedure of submitting complaints to public administration was explored. The shortcomings of the regulatory and legal regulation of proceedings on citizens’ complaints were found out and ways of their correction were proposed.
