PROMULGATION OF NORMATIVE LEGAL ACTS UNDER THE CONCEPTIONS OF J. BENTHAM AND J. MURPHY

Abstract
Theoretical bases of promulgation of normative legal acts are examined through the doctrines of foreign scientists. Certainly, that essence of promulgation of normative legal acts consists in the bring to the attention of the population (persons who addressed) content received normatively-legal acts. The analysis of scientific works of J. Bentham and J. Murphy is conducted to Martha and their looks are reflected to promulgation of normatively-legal acts.
