PROVISION OF THE LABOUR MARKET WITH QUALIFIED WORKERS BY CREATING EDUCATIONAL - INDUSTRIAL CLUSTERS

Abstract
In order to train highly qualified workers at vocational educational institutions one should cooperate tightly with potential employers ‒ customers of personnel and use educational and industrial clusters. The purpose of article is to determine the need for creating educational and industrial clusters to support the labour market by highly qualified workers. Scientists mark that an important role in creation of educational and industrial clusters is played by professional educational institutions on the basis of which the training of the future qualified workers for the enterprises as participants of the cluster is conducted. Thus, institutions of vocational education provide: - increase of the level and quality of training, retraining and professional development of the future qualified workers undergoing in-service training and industrial practice under conditions of the modern innovative enterprises; - reproduction of a high-quality product from the potential necessary for work intellectualization; - production of innovative products and services by own forces; - improvement of the qualitative structure of personnel which meets the needs of an employer. To provide the above-stated tasks in Odessa Professional Lyceum of Technologies and Design at State institution «South Ukrainian National Pedagogical university named after K. D. Ushynsky» the career guidance and employment center has been carrying out its activity for three years. The purpose of the Center is to solve current issues happening within industrial practice and further employment of the studying youth, graduates, other persons, students or other people who have the appropriate qualification level after the end of training in the obtained profession, to assist in developing youth’s initiatives in the labour sphere. The career guidance and employment center successfully performs their work during its existence, the number of social partners has increased at the educational institution; the monitoring of the labour market and pupils’ knowledge is constantly carried out. It should be mentioned that high-quality training for industrial and service sectors is possible if the youth effectively adapt in the first workplace according to the scheme "«training enterprise"». Therefore, the creation of educational and industrial clusters by means of professions was the next stage of the career guidance and employment center operation at the lyceum. Educational and industrial clusters began to function in January, 2017 at the lyceum in these directions: sewing production; services sector; photo art, IT, tourism. To sum up, the analysis of the accumulated experience allowed us to generalize scientific and practical recommendations about the organization of educational and industrial clusters to support the labour market by highly qualified workers. The perspective direction of our further research is to support necessary communication between professional educational institutions and enterprises - participants of the educational and industrial cluster for supporting the labour market by highly qualified workers.
