RATING ASSESSMENT OF HIGHER MARITIME EDUCATIONAL INSTITUTIONS ACTIVITY

Abstract

The article analyses the most spread domestic and worldwide ratings of higher educational institutions, as nowadays rating assessment of scholastic establishments not depending on their ownership is a significant part of higher education system monitoring. It’s also mentioned that rating of higher schools offers opportunities to investigate certain existent tendencies, appetencies, expectations in the system of higher education, where achievements and disadvantages become more vivid. Over and above, this can conduce correct and apropos discover of prioritized development lines of their own educational policy. For instance, the rating of educational establishments called «Compass» became the first nationwide rating based on opinion of employers regarding correlation between skills and knowledge achieved by graduates of local scholastic institutions and labour-market’s requests. Leading positions have been taken by those higher schools that according to experts and employers’ estimation offer most practically oriented learning and meet the requirements of the real economic sector. Under the analysis is as well sufficiently popular academic rating «Top-200 Ukraine» which assesses the activity of educational institutions founding on an integrated index that includes evaluation of the teaching personnel, education quality, and international recognition. This rating is developed by UNESKO. The rating «Sophia Kyivska» involves higher schools of the III and IV accreditation levels and is based on an integrated index comprising the results of youth polling and the conclusions of experts interviewing. Another project, «The National System of Educational Establishments Rating» is likewise described. It presents a part of National Action Plan regarding the Programme of Economic Reforms 2013-2014. A different rating from employers’ perspective was conducted by the magazine «Dengi». Here educational institutions are rated in accordance with the assessment of leading employing companies. As a conclusion, the article states that ratings are utilized at national, regional, sectoral, and institutional levels. Each rating has its own specific purposes and target audience. Thus, the most preferred and recognized will be one being premised on the principles of intelligibility, openness, transparency, publicity and developer’s responsibility for the quality of this rating system.
