Abstract
The report is focused on existing and potential risks in the field of education, their identification, comprehension, assessment and search of corresponding approach to their elimination. The Ukrainian higher education is being under large-scale reforming, which creates clusters of the corresponding risks. The article stresses the risks caused by expansion of the Higher Education Institutions autonomy in the determination of the content of educational and vocational programs, development of external and internal systems for education quality assurance, distribution of the state orders on the basis of “wide” competition, and rather fierce competition among higher education institutions for students and corresponding financial resources.
