Abstract
The article deals with the inconsistency of the assessments that are encountered in the scientific literature when describing the role of the university rector as a manager. The author singles out the legal, organizational and socio-cultural aspects of the issue. To specify a number of conclusions, the results of the database analysis are used, which includes biographical information about 99 rectors of five universities of the Russian Empire (Kazan, Kiev, Moscow, Petersburg, Kharkov). In particular, a gradual increase in the Rector's staffing rank was noted. University rectors, having entered the circle of high-ranking officials, but at the same time representing liberal circles of the university public, have become an important element of the so-called "liberal bureaucracy".
