СТАНОВЛЕННЯ ТА ПРАВОВІ ЗАСАДИ ЮВЕНАЛЬНОЇ ПРЕВЕНЦІЇ В УКРАЇНІ

Abstract
Juvenile delinquency is a social phenomenon, which is an indicator of imperfection of prophylactic work, lack of state social programs, low level of the country’s economy and inadequate upbringing of children in the family. One of the directions of overcoming it is conducting preventive work among minors. Children are the most vulnerable category of citizens in need of particular approach and social protection. Therefore, prophylactic work on prevention of juvenile delinquency should be carried out taking into account the psychoemotional state of the child. In view of this, the state should transform the existing juvenile justice system into a more progressive one, which would be aimed not at punishment but at mentoring and prevention of juvenile delinquency. The introduction of juvenile prevention in Ukraine will allow carrying out prophylactic work at a higher level and reducing the number of juvenile offences. This article deals with the formation of the system of work with juveniles starting from the Soviet period till present day. The latest trends and regulatory documents on which the activity of juvenile prevention in modern Ukraine is based are described. The strategic goal, objectives and main directions of its work are defined. Moreover, the author gives practical recommendations and suggestions on the organization of work and human resources of the juvenile prevention service. In recent years, there has been a significant transformation of the system of the Ministry of Internal Affairs of Ukraine regarding the work with minor children. However, unfortunately, for the moment the effectiveness of reforms in this direction is quite low. The necessity to establish the criteria regarding the appropriate education of the employees of the unit, in particular in such disciplines as “social pedagogy”, “law enforcement practice”, “legal studies” or “psychology”, improvement of their qualification level by providing additional training and performance only of those duties that are defined by the regulatory documents, becomes obvious. Their implementation in work will enhance the efficiency of juvenile prevention and bring its work to European standards.
