STATE CONTROL IN THE ECONOMIC COMPETITION FOR THE EXAMPLE OF THE MARKET OF ELECTRIC ENERGY OF THE DNIPROPETROVSK REGION

Abstract
The article investigates the actual problems of economic competition in the electricity market of Dnipropetrovsk region. The influence of state control in the field of protection of economic competition on the regional electricity market is considered, in particular, audits by antimonopoly authorities regarding compliance with competition law. The statistics of performance and dynamics of demand changes for electricity supply services in Dnipropetrovsk region for the period of 2015-2017 are analyzed on the example of two competing companies of Dnipropetrovsk region: JSC “DTEK Dnipro Grids” and PJSC “PEEM” Central energy company”. Thus, the fact that in 2017 the volume of electricity supply in the Dnipropetrovsk region PJSC “PEEM” Central energy company” increased by 20,51%, while JSC “DTEK Dnipro Grids” realized only 1,61% more than in 2016, confirms the growth of competition in the electricity market in the studied region. Using the results of the analysis, ways to solve the problems were suggested. It is established that in the modern period the model of functioning of the electricity market should change, which will lead to free market pricing, competition, reduction of the state influence, and the consumer will be able to directly choose the subject of electricity supply and enter into an agreement with the supplier. With regard to electricity prices, suppliers are already licensed today, and the price will be regulated in a competitive market, precisely because of the competition of these suppliers. Nowadays, the practice shows that the model of functioning of the electricity market implemented in Ukraine in general is positive and, ideally, can lead to lower tariffs and better service quality. The new model is aimed at healthy competition between suppliers and gaining wider opportunities in the electricity market, as well as providing more rights and benefits to consumers.
