SURVEILLANCE AND CONTROL AS CONSTITUENT FUNCTIONS OF MORTGAGE MARKET INFRASTRUCTURE ESTABLISHMENT

Abstract
The article substantiates that the structure of the mortgage lending market infrastructure establishment function contains such components as surveillance and control. There has been proved that control is a crucial part of any management system and is an integral part of management activity. There was determined that control accompanies the entire management process and interacts with other sub-functions (functions) being an independent function (sub-function) within management system for a certain management object. As for other functions, control may perform an auxiliary, or enforcement, role. In the framework of public management in the field of mortgage lending, control is financially and legally oriented and manifests as financial control of the authorized management entity for the activity connected with mortgage lending.
