The relevance of knowledge of foreign languages, which are a necessary component of the implementation of the modern concept of education and development of the labor market without borders in the XXI century, is proved. Germany is located in the centre of the EU, and Europe is the meeting point of a variety of multicultural societies. This diversity creates a special need for communication, mutual understanding and tolerance between peoples. That is why that in the 1990-th the majority of the EU countries implemented reforms, making foreign languages a compulsory part of the primary school curriculum. In 1995 the European Commission noted, that every pupil of the EU has to master two languages of the Union. In the most schools of Germany the first foreign language is English, and the pupils have, as a rule two English lessons weekly. The aim of teaching foreign languages at primary schools is the development of pupils abilities to communicate in a foreign language. The list of conversational topics, which are being learned in primary school, is presented in the article. The didactic principles of organization of educational process and methods of teaching are disclosed as well. The prospect of introducing bilingual education in primary schools of Ukraine, where more than 100 nationalities live, is predicted. It should be said, that the Federal government pays great attention to the problems of teaching foreign languages at primary school.
